Dailybhaskar.com

The next level or as you may prefer calling it, the next version of Aakash tablet will soon be here. The tablet at a very low cost is expected to sport specs, including the Jelly Bean operating system that will make others feel jealous.

A Sub-Committee comprising of technical experts has prepared the proposed vendor neutral Technical Specifications of Aakash IV, which specify minimum hardware requirements, minimum software requirements, mechanical and environmental specifications, safety and other standards compliance, maintenance and serviceability, other features, contents of tablet package and testing criteria.

The lowest benckmark for the Aakash IV will include a 7-inch 5-point multitouch touchscreen. At least a  LCD display with at least 800x400 resolution, 1 GB RAM, 4 GB internal memory which can be expanded using a MicroSD card slot is expected.

Wi-Fi, Wi-Fi hotspot and Bluetooth connectivity is required in this expected to be under Rs. 3000 tablet. Another requiremnet is that it should be dual bootable (through an external SD card) with the latest GNU/Linux distribution (latest Ubuntu).

The tablet is expected to run on Android 4.2 Jelly Bean OS and government wants it to score 1469 points in Antutu benchmark for the tablet.

The document say “All popular 2G/3G/4G Phone / Data Connectivity Dongles in India” which means it might also support 4G.

Now that’s impressive, because this is what is minimum expected.

The proposed technical specifications of Aakash IV can be viewed on http://mhrd.gov.in and http://deity.gov.in.

India Blooms News Service

New Delhi, July 1 (IBNS) The government on Monday said the technical specifications of Aakash IV tablets has been finalized.

Aakash is a series of Android-based tablet computers produced by an initiative of the Union Ministry of Human Resource Development.

It is a low-cost tablet computer with a 7-inch touch screen. The device was developed as part of the country`s aim to link 25,000 colleges and 400 universities in an e-learning program.

The cost of basic version for a student was only Rs.1500, which was around USD35.

In July 2010, Human Resource Development Minister Kapil Sibal unveiled a prototype of Aakash, which was later given out to 500 college students to collect feedback.

The tablet was officially launched as Aakash in New Delhi on 5 October 2011.

The Ministry of Human Resource Development announced an upgraded second-generation model called Aakash 2 in April 2012.

In this series, the new version of Aakash has been named Aakash IV.

"A Committee regarding continuous R&D and timely delivery of “Aakash” was constituted by the Department of Electronics and Information Technology, Ministry of Communications and IT, on 22nd December, 2011," said the ministry on Monday.

"These specifications have been developed with a view to have a low cost device," the ministry said.

"The Committee has decided that the proposed specifications be put up on the websites of Ministry of Human Resource Development (MHRD) and the Department of Electronics and Information Technology (DeitY) to enable all interested stakeholders to give their comments on the proposed technical specifications of Aakash IV device over a period of two weeks," it said.

192 - Govt raises the stake for Aakash IV, proposes decent features Mobile Indian

By Anil Satapathy, The Mobile Indian, New Delhi, July 02, 2013

Not many tablets under Rs 5,000 come with the features that are proposed by the Government.

The Government of India has finally made public the proposed specification of the much hyped Aakash IV tablet and if the final product would be anything like that than it would be the best low cost tablet in the market.

As per the government notification, the tablet must have a 7 inch LCD display with "atleast” 800x480 pixels resolution. Also, the display should have minimum five point touch capacity. Most of the tablets under Rs 5,000 have such resolution.

Also, as per the government, the tablet should have the latest Android operating system. For instance, if it is launched now it should have Android 4.2.1 Jelly Bean version. But it does not end there as the government has also specified that the tablet should come with dual bootable (through external SD card) Ubuntu operating system.

190 - Aakash 4 specs released; will run on Android and Linux

01 Jul, 2013 | by Nikhil Subramaniam |

After much deliberation, the government has decided to continue the much-troubled Aakash project and has released the specifications of the fourth-gen low-cost education tablet. These are the proposed specifications for the device, which will officially be called Aakash 4.

While we knew we would be seeing some changes in the hardware, the biggest news is that the tablet will be able to dual-boot Android and Linux (through a microSD card). In addition, the specs of the tablet suggest it should be an improvement over the Aakash 3, based on the Datawind UbiSlate 7C+. The Aakash 4 will have 1GB of DDR3 SDRAM along with 4GB internal storage and up to 32GB microSD support. It will have a 7-inch LCD display with 800 x 480 resolution.

Internet connectivity is possible through built-in Wi-Fi and 2G and 3G-enabled SIM cards. The government also wants support for 4G dongles, according to the proposed specifications. It also calls for support of USB on-the-go on one of the USB ports on the tablet. The government has also suggested that the tablet should be able to charge up from 10 percent to 80 percent in two hours and the battery should be rated good for 3 hours of 720p video playback. Here's the full document:

The Linux distro of the OS, according to the proposal, has to be touch-optimised. The example used is Plasma Active, which is a KDE-developed device-agnostic user experience platform. Confusingly, the document also mentions "latest Ubuntu" as a possibility, which is not touch-optimised.

The government has asked for comments on the proposed specifications and the possible usability and functionality of the tablet. These have to be submitted by July 12. We expect the final specifications to be released soon after.

Aakash 4 Features & Specifications Unveiled; Our Take
By Vikas SN on Jul 1st, 2013  |

So Aakash 4 is going to be a reality after all – the Department of Electronics and Information Technology (DeitY) has put up a proposed technical specifications for the Aakash IV and invited comments from interested stakeholders on vendor neutrality, tablet usability and functionality until July 12, 2013.

The department says that these specifications were formulated by a sub-committee of technical experts and these specifications have been developed in order to have a device at a low cost. The specifications for Aakash IV include (pdf):

Software Requirements

- Operating System: Should run on the latest Android version, which is Android 4.2.1 ‘Jelly Bean’ and should be dual bootable with a GNU/Linux (latest Ubuntu) distribution. Maximum cold boot time of 35 seconds, which we feel is little on the higher side.

- Software: PDF Viewer, E-Book Reader, text editor, a note taking app and support for office document formats like DOC, DOCX, PPT, PPTX, XLS, XLSX, ODT, ODP, ODS. The department says that the tablet should also have support for Android’s DRM system and it should be able to play at least 720p videos.

- Indic Language Support: Support for reading and editing capabilities in Hindi, Kannada, Telugu, Malayalam, Tamil, Marathi, Guajarati, Punjabi, Bengali, Oriya, Bihari, Assamese, Bishnupriya ,Manipuri, Urdu, Sanskrit, and Devanagari scripts and languages. Unicode support at OS level and virtual keyboards should be preloaded for above languages. We feel it is a good move to include reading and writing support for Indic languages, however it is yet to be seen on how the virtual keyboard will work.

- Apps: The tablet should feature a standalone online videos app which can at least play YouTube videos, a standalone HTML5 compliant web browser, an email client, calendar, a Scientific calculator and a File Manager which can archive and extract files & folders.

- Two App Stores? It looks like the Aakash tablet will finally feature Google Play Store, however the department also says that desired apps should be certified with Aakash Marketplace. Its currently not clear what the department means by ‘desired apps’ and also there is no information on what is the procedure to get these apps certified. We are also curious on whether the department is planning to have two app stores in form of Aakash Marketplace and Google Play Store.

Hardware Requirements
- Display: 7″ capacitive touch display with a resolution of at least 800×480 and support for a minimum five finger multi-touch points. The tablet’s dimensions should be less than 7.5” x 5”x 0.75” (Width x height x thickness) and should weigh less than 500g.

- Storage: 4GB internal flash memory with support for 32GB Micro SD cards. Interestingly, the departments says that the SD Card interface should support NFC based SD Cards. Its not clear if the government has mentioned this requirement just to future proof the tablet or it has any NFC related service in the works.

- Camera: 0.3 megapixel or higher front facing camera with support for video capture. Interestingly, there is no mention of a rear facing camera.

- Processor: A processor which has 1GB DDR3 SDRAM memory and clocks a minium quadrant score set by the government and minimum scores across various other benchmark tests like Antutu, AndEBench, PassMark Performance, RealPi, and CFBench.

- USB Ports: One USB OTG (USB On The Go) and one regular USB port which can support USB drives, keyboards, mouse, USB Hub, USB Printers, USB to ethernet adopters and support for all popular 2G, 3G and 4G Phone and Data Connectivity Dongles in India.

- Battery: A battery which can provide minimum three hours online 720p video playback or four hours offline 720p video playback, five hours of web browsing and 6 hours on e-reader mode. It should charge from 10% to 80% battery capacity within 2 hours and support charging from AC and DC sources and USB ports.
- 3.5 mm headset jack, support for WiFi 802.11 b/g/n with portable hotspot feature, Bluetooth v2.1, and a 3 axis Accelerator along with hardware buttons for Power and Volume up and down.

Our Take: It looks like the department has finally formulated a decent tablet specification for Aakash 4 on paper at least. However, it is yet to be seen how the tablet will actually turn out to be, when it launches in the forthcoming future.

A Hindu Business Line report suggests that unlike the Aakash 2, multiple vendors will be able to manufacture the tablets this time, which ties with the Business Standard report from last month which had suggested that the government is planning to license the ‘Aakash’ brand to any government agency or private company fulfilling certain criteria and specifications. The report also cites IIT Madras director Bhaskar Ramamurthi who said that around ten vendors including HP, Lenovo and Dell have shown interest in building Aakash tablets.

We feel this is a good approach since it will remove the dependency from a single tablet maker to deliver these tablets and solve the problem of non-availability of tablets. However, we are a bit curious on how does the government plan to tackle the issue of quality of these tablets from different vendors.

This is, of course, besides the issue of whether the government should be in the business of tablets (and tablets versus PC’s, from a college education point of view) in any case.

187 - Aakash 4 Specifications & Features Out! Do They Impress Us? - Crazy Engineers

by Kaustubh Katdare, Jul 1, 2013 at 6:34 PM

Aakash 4 specifications are finally out and the Government of India has made an official statement about how they propose the next instalment in the Aakash tablet series should be like. We've been following the entire Aakash episode ever since the idea of Aakash I was conceptualised and believe that the Government has come long way in improving the tablet to an extent that you might actually 'want' to buy one. We know that Aakash I sold in the Indian markets like a hot cake but the follow up tablets made it to the news for all the wrong reasons. Now that Aakash 4 specs are out, let's see what the technical folks in the MHRD have been up to.

The uninitiated may note that Aakash is a brand name of the series of Android based tablet computers produced by MHRD. It was conceptualised to be a very low cost tablet ($35) with a 7" touch screen running Android firmware. The main aim of the government was to keep the cost so low that any student can afford it. The basic version of the tablet was made available to the students only for Rs. 1500. But that was 2010! Since then lot of water has flown under the bridge and we're already talking about Aakash tablet IV.

A few weeks ago, the technical team set up by the government started working on the draft of the technical specifications - including minimum hardware and software requirements, mechanical and environment specifications (viz. the SAR value), safety and standards compliance related parameters, maintenance and serviceability etc. was decided keeping the cost of the end product in mind.

The official specs have been made available on the official websites of Department Of Electronics & Information Technology (DEITY). If you want to offer suggestions on the specifications, the government is lending an ear to you and may update the specs if your recommendations make real sense. Prof. Rajat Moona would be receiving all your feedback on the specifications and he can be contacted on moona [at] cdac [dot] in.

Quick Overview Of Aakash 4 Technical Specifications

Hardware:-

1. Memory (RAM) - 1 GB DDR3 SDRAM 1066 MT/S or better
2. Internal Storage: 4GB+ (integrated flash)
3. External Storage: MicroSD 2.0 up to 32GB. The interface would be compatible with NFC based SD Card.
4. Peripherals: USB OTG Micro-AB Receptacle (USB 2.0 Compliant) and one powered USB Type A Standard Receptacle (USB 2.0 Compliant).
5. Suppor For External Attachments: USB storage devices, keyboards, mouse, USB hub, 2G/3G/4G dongles available in India, USB to Ethernet adaptors, USB Printers etc.
6. USB & SD Cards would work simultaneously
7. Wireless Connectivity: IEEE 801.11 b/g/n
8. Bluetooth: 2.1 [ IEEE 802.15.1 ]
9. Battery: mAh value not known - But should play 3 Hrs of 720p HD video on single charge.
10. 3-Axis Acccelerometer - Included.
11. Weight: Should be < 500 grams

Software:-

Proposed: Dual boot with GNU/Linux distro (mostly uBuntu) along with Android 4.2.1 Jelly Bean. Support for most regular MS Office file formats including .doc, .docx, .ppt, .pptx, .xls, .xlsx, .odt, .odp, .ods.

For the detailed specs, we've attached the official PDF for your review.

Aakash 4 seems to be a step in the right direction that should make have the feeling of owning a worthy tablet. The specs look impressive assuming that the Government will keep the prices to the minimum it can. The bigger challenge in front of the government would be to follow the schedules it sets up for the launch of Aakash tablet. It's failed to do so for whatever reasons earlier, but the same story shouldn't be repeated with Aakash 4. It's not clear whether the original maker of the Aakash tablet, the Canada based Datawind would get the contract of manufacturing the tablets. It's likely that the the contract would go to some other Indian venture. Be ready for the debates whether Aakash 4 is Made in India or China.

We'll of course be following the story and bring you the latest updates from the Aakash world. In the mean time, take a moment to review the detailed specs mentioned in the attached PDF and share your comments.

186 - India's low cost tablet dream lives on with Aakash IV But Brit biz Datawind may not get contract this time around - The Register.UK

By Phil Muncaster, 2nd July 2013

The Indian government is pushing ahead with plans for a new and improved low-cost Aakash tablet for students which it hopes will reinvigorate a project hit by countless delays.

The technical specs of the proposed Android-based Aakash IV have been posted to the web sites of the Ministry of Human Resource Development (MHRD) and the Department of Electronics and Information Technology (DeitY) to allow stakeholders to comment.

The seven incher should be no more than 500g in weight and 0.75in thick, with a minimum of 1 GB DDR3 SDRAM, alongside at least 4GB internal storage which can be expanded by up to 32GB with an SD card, according to the proposals.

Battery capacity should be enough for at least three hours of 720p video playback and five hours of web browsing.

The government wants to stick with “the latest Android stable version” but said the tablet needs to be dual bootable through an external SD card to also offer the latest version of Ubuntu.

Browser-wise it needs HTML5 support and the default language of the device will be set to English, although support for multiple Indian languages including Hindi, Tamil and Punjabi is a must.

As a learning tool for students, there is also a strict requirement for USB, mouse, keyboard, and “all popular” 2G, 3G and 4G data dongles to be supported.

In a blow to UK firm Datawind, which produced the first two iterations of the Aakash, the government said it hadn’t decided who would be awarded the lucrative contract this time around.

The firm may well be fearing the worst, given that the project has been plagued by problems up to this point.

The first version of the tablet, launched in October 2011, was roundly slated, mainly because of its poor resistive touchscreen.

Things got even worse when Datawind had a falling out with the Indian Institute of Technology (IIT) Jodhpur and IIT Rajasthan – organisations leading the project at a regional level – which ended up delaying shipments.

The project seemingly got back on track last year after Datawind launched the Aakash 2 – a slightly higher spec’d version with an improved (capacitive) touchscreen.

There have still been grumbles, however, that despite the extremely low cost – just Rs 1,130 ($US24.65) to students – the device simply isn’t good enough.
Further shipping delays have imperilled the project again, so the Aakash IV may be the government’s last chance to get things right and finally put a tablet in the hands of millions of students in 25,000 colleges and 400 universities across the sub-continent. ®
